Partnerships for the Goals SDG17

Oman's strategy for Partnerships for the Goals is the primary mechanism for achieving all other SDGs and the objectives of Oman Vision 2040, through the strengthening of partnerships at all levels.

Domestic Multi-Stakeholder Partnerships

All Oman Initiative: The original Vision 2040 was formulated through broad societal partnership, including workshops and dialogue with all segments of society. This model continues with the Vision 2040 Implementation Follow-up Unit.

National SDG Committee: Oman established a national committee to oversee SDG implementation, composed of members from government ministries, the private sector, and civil society institutions.

Vision 2040 Progress: This collaborative approach is a key factor in the substantial progress made. The 2024-2025 progress report shows that 74% of Oman Vision 2040's performance indicators are advancing toward their targets.

International Cooperation & Diplomacy

Voluntary National Review (VNR): Oman presented its second VNR in July 2024 at the UN's High-Level Political Forum, demonstrating transparency and a commitment to global partnership.

UN Summit Participation: In September 2025, Oman attended the First Biennial Summit for a Sustainable, Inclusive, and Resilient Global Economy at the UN, reaffirming its commitment to global partnerships to achieve its clean energy goals.

SDG Implementation: As of the 2024 VNR, Oman reported that it had successfully implemented 82.2% of the UN's SDG goals and had fully achieved 14 out of the 17 goals.

Financial & Economic Partnerships (Public-Private)

National Investment Funds: The government has launched significant investment funds to co-invest with the private sector, including the Oman Future Fund and the Energy Transition Fund, managed by the Oman Investment Authority (OIA).

Green Hydrogen Strategy: This national strategy relies heavily on international public-private partnerships. As of 2025, Oman has signed agreements with international consortia for eight major green hydrogen projects.

Economic Diversification: The non-oil sector's contribution to GDP reached 72.8% in 2024, and public debt was successfully reduced to 38% by the end of 2023.

Data and Monitoring Partnerships

National Dashboard: Oman has developed an integrated National Dashboard and monitoring system to track SDG indicators in real-time, in partnership with all ministries.

NCSI Collaboration: The National Centre for Statistics and Information (NCSI) partners with all government and international bodies to collect, publish, and validate official data.

SDG Statistical Report: The SDG Statistical Report – May 2025 is a direct outcome of this data partnership, providing transparent data on all Sustainable Development Goals (SDGs).

International Collaboration

Global University Network: Sohar University maintains an expansive suite of Memoranda of Understanding (MoUs) and active partnerships with universities worldwide. These facilitate joint research, global best-practice sharing and student and faculty exchanges.

UN Partnerships: The university collaborates directly with UN bodies.

  • Green University and Green City Initiative with UNESCO Doha, named Univer-CITY, aims to transform the university campus and the surrounding city of Sohar into a model for sustainability.
  • Artificial Intelligence Conference in February 2025 with UNESCO Doha, emphasising the importance of digital transformation in the region.
  • Environmental Law Conference and the 2030 Agenda in February 2024 with a view to exploring the role of comprehensive and practical environmental laws in advancing the attainment of the UN Sustainable Development Goals (SDGs) in the MENA region.
  • Joint International delegations – Sohar University and UNESCO Doha travelled together to Shenzhen, China, to visit the UNESCO International Centre for Higher Education Innovation (UNESCO-ICHEI) to discuss digital capacity building for higher education in the Arab region.

Research Collaboration

Joint Research Projects: The university's international MoUs and industry partnerships are the foundation for numerous joint research projects, particularly in engineering, business, and sustainability.

Sohar University Journal of Sustainable Business (SUJSB): The university launched this journal as a platform for partnership, inviting academics from around the world to collaborate and publish research on sustainability.

Public-Private Partnerships

Industry & Port Collaboration: The university has a deep strategic partnership with Sohar Port and Freezone and major industrial tenants like Vale, Sohar Aluminium and Jindal Shadeed. These partnerships drive applied research, provide internships, and ensure the curriculum is aligned with industry needs.

Intaj Suhar and SME development: The university's advanced manufacturing centre, Intaj Suhar, is a flagship public-private partnership developed with the Ministry of Commerce, Industry and Investment Promotion to provide a direct link between academic innovation and private-sector manufacturing. The university established its Manufacturing Incubator in direct partnership with the SME Development Authority (Riyada) to support entrepreneurs, a key domestic collaboration for economic growth (SDG 9).

Community Engagement: The university maintains strong, active relationships to ensure its initiatives are relevant to the community.

  • Omani Women's Association: To deliver legal and financial literacy workshops (SDG 16).
  • Oman Tax Authority: To host public educational workshops (SDG 16).
  • Environment Authority: To co-host conferences and collaborate on environmental research (SDG 13).

These frame partnerships not as an option, but as the primary method for achieving the university's goals in research, teaching, and societal impact.
