In response to Oman Vision 2040’s emphasis on strengthening the education sector at all levels and providing a supportive and stimulating environment for scientific research and innovation, Sohar University offers a Master’s Program in Public Law. The program is taught in Arabic over two years, requiring students to complete 24 credit hours — with each course carrying two credit hours — in addition to a research project worth four credit hours.

The program employs a comprehensive blend of theoretical and practical teaching strategies. Students attend cognitive theoretical lectures while gaining practical experience through the university’s on-campus virtual court and legal clinic. These platforms expose students to real legal cases, offering them a unique and immersive learning experience. Additionally, students participate in workshops, training courses, and field visits to courts of various levels, public prosecution departments, ministries, and other institutions to understand how laws are enforced on the ground. The program also regularly hosts guest lecturers from outside the university in interactive sessions focused on new legislation in the Sultanate of Oman.

Graduates of the program emerge as highly qualified legal professionals, equipped with strong theoretical knowledge and practical training across diverse fields of legal work. They are prepared to meet the needs of national development plans and contribute effectively to the advancement of legal sciences and their legislative applications through rigorous scientific research and the dissemination of legal knowledge to individuals and institutions throughout society.

The Master’s Program in Public Law at Sohar University aims to:

  • Prepare students to resolve public law disputes effectively within society.
  • Develop advanced intellectual and specialized capacities in public law, aligned with social, economic, and political developments.
  • Train students to apply comparative specialized legal studies to improve the legal system.
  • Enable students to conduct specialized comparative research in public law while upholding the ethics of academic research.
  • Provide the community with qualified specialists competent in various areas of public law.
  • Foster the application of fundamental ethical principles in legal practice and community service.
  • Create a conducive environment for this program to act as a foundation and cornerstone for the establishment of other specialized Master’s programs.

Graduates holding a Master’s degree in Public Law are well-prepared for a wide array of career opportunities at the intersection of law, governance, and public policy. They may serve as legal advisors in government agencies, contribute to policy development and reform in non-profit organizations, or work as consultants for multinational corporations navigating complex regulatory environments. Applicants to the Master’s Program in Public Law at Sohar University must meet the following criteria:

  1. Hold a Bachelor’s degree in Law, or a Bachelor’s degree in Islamic Sharia in one of the following specializations: Fiqh and its origins, Usul al-Din, or Usul al-Qada, or a Bachelor’s degree in Business Law, Commercial Law, or any other branch of law from an accredited higher education institution with a CGPA of not less than:
    • 2.50 out of 4.00 or its equivalent for fresh graduates, or
    • 2.00 out of 4.00 or its equivalent with a minimum of 2 years of practical work experience in the legal field.
  2. Applicants from disciplines other than Bachelor in Law, as mentioned in item (1) above, may be accepted, provided they succeed in the below listed bridging courses specified by the Faculty of Law, and approved by the Ministry of Higher Education, Research and Innovation. If the description of any of the bridging courses aligns with the description of courses the student has previously taken and succeeded in, it will be considered equivalent, and the student is exempt from re-taking the course.
